Municipalities have always been at the forefront of our interest as a company. We provide Municipalities with turnkey IT solutions that cover all aspects of their daily operations and enhance service delivery to citizens. We provide Municipalities with core Systems that automate internal functions and assist Municipal staff in their work. We also provide E-services and E-Municipality portals to engage Municipal citizens and allow them to submit and review their requests from the comfort of their homes.

Al-Ghassan Governmental Financial System
At the core of our Municipal ERP solution is our financial system. Our system meets the requirements of both the Palestinian Ministry of Local Governance (MoLG) and the Municipal Development Fund (MDLF). All required accounting vouchers, workflow procedures are available in the system.

Revenue Management System (RMIS)
This system handles all taxes and fees imposed by Municipalities on citizens and manages service delivery, billing to citizens and payments.

Fixed Assets Management and Tracking
Manages all fixed assets and their yearly depreciation.

Procurement and Inventory
A sophisticated module that includes a workflow business process through which Municipal staff request their desired items and await approval from their assigned managers. The system notifies the Procurement Department whether stocks are available in store or assists in issuing purchase orders, gathering prices, evaluating price offers. The system will enhance the Procurement Department’s efficiency through its intelligence engine as it provides suggestions from its existing knowledge database.

Property Management
This system manages all properties and their ownerships within the Municipal Borders. This system helps the Engineering and Licensing department in all their applications and daily work. Our API provided with this system allows the GIS department to integrate their layered maps into our system and vice versa.

Document Archiving and Workflow System
We provide Municipalities with sophisticated Document Archiving and Workflow Systems to be implemented at their Customer Service Centers to serve as One Stop Shop Solutions. The One Stop Shop solution allows citizens applications and requests, or incoming documents in any form, and outgoing documents of any type to be archived and electronically moved to the concerned staff. The system enhanced efficiency and productivity at all our partner municipalities and applications response time was remarkably reduced. Our One Stop Shop system is implemented at 14 Municipalities in the West Bank and Gaza.

Human Resource and Payroll
Implemented at 11 Municipalities in Palestine. A complete Human Resource Management Solution that includes Employee Profiles, Time Attendance, Payroll ,training, Appraisals, Disciplinary actions, Recruitment and may other HR functions. An E-employee portal was included for every employee to login and view his attendance, vacations balance, salary slips and request all that he is authorized to that may include asking for a vacation, objection on a disciplinary action..etc.

City Council Management
Decision making made easier through automated voting, remarks and messages enriching Council Members’ and Mayors’ experience.

Our E-service and Web Portals for Municipalities provide several E-services for citizens. Citizen can track their applications, file their complaints, and view their financial statements all online and at the comfort of their homes. Citizens can not only track their applications but also submit them online from the comfort of their homes along with their complaints and suggestions. At any moment, every citizen can view at which department his/her application or complaint is pending and/or being processed.
